Keep blank, literal Unknown, measured zero and Invalid distinct. CPM equals compatible summed cost divided by compatible summed impressions times 1,000. Never average row CPMs. A positive-cost zero-impression row has Unknown row CPM but its cost remains in a compatible group numerator. Blank or Unknown impressions make the complete group Incomplete / on hold; any finite partial arithmetic is labeled Eligible-row subtotal (group incomplete). Preserve currency, cost basis, denominator kind and impression definition on every row. Add only same-currency held cost in integer minor units. Never cross-sum or relabel served impressions, viewable impressions or unique reach. Equal unresolved values are not compatible.

Quick solving supports CPM = cost / impressions * 1,000; cost = CPM * impressions / 1,000; impressions = cost * 1,000 / CPM. Never divide by zero or silently round fractional derived impressions. Comparisons require complete resolved groups with matching currency, cost basis, denominator definition, timezone, inclusive duration and population plus distinct nonoverlapping windows. Absolute and relative change are separate and noncausal.

Validate exact types, keys, IDs and bound paths before normalization. Fingerprint recursively key-sorted compact UTF-8 JSON of the trimmed source record excluding review. JSON, CSV path/type/value and the single Markdown maestro-cpm-source block must round-trip to the same fingerprint. Reject malformed imports atomically. Approval cannot repair source evidence.

Required fixtures include: 1200/400000=3 CPM; both reverse solves; $100/10000 plus $900/900000 = $1.098901 weighted CPM, not $5.50; $300/0 plus $700/100000 = $10 group CPM; zero to blank to Unknown to restored zero; USD/EUR/GBP/Unknown held values; served/viewable/reach separation; equal Unknown definitions; zero baseline; explicit exclusion versus incomplete scope; unsafe numerics; hostile labels; stale approval; and clean-bundle parity.
